1Thoroughly clean the chicken drumsticks and chicken wings under cold water, then pat them completely dry with paper towels.
2In a large bowl, combine the Soy sauce, minced Garlic, grated Ginger, Black pepper, Mirin, and Sesame oil. Add the dried chicken drumsticks and chicken wings to the bowl and mix well to ensure all pieces are evenly coated. Cover and refrigerate for at least 30 minutes, or up to 2 hours, for marination.
3While the chicken marinates, prepare the batter. In a separate large bowl, whisk together the Potato starch, Rice flour, and Baking powder. In another small bowl, lightly beat the Egg with the Water. Gradually add the wet mixture to the dry ingredients, whisking until a smooth, lump-free batter forms.
