1Boil the Potatoes until tender, then peel and lightly mash them. Set aside.
2Whisk the Plain Yogurt until it is completely smooth and free of lumps. Keep it chilled.
3Arrange the Pani Puri Shells on a serving platter. Gently crack a small hole in the center of each Pani Puri Shell using your thumb or a spoon.
