1Finely chop the Water chestnuts, Dried orange peel, Coriander, and Scallions. Grate the Ginger.
2In a large mixing bowl, combine the Ground beef with Baking soda and 60g of Water. Mix well by hand until the Water is fully absorbed and the mixture becomes slightly sticky.
3Add the Oyster sauce, Light soy sauce, Shaoxing wine, Sesame oil, White pepper, and Sugar to the beef mixture. Mix thoroughly in one direction for 2-3 minutes until the mixture is cohesive and sticky.
