1Combine wheat flour, glutinous rice flour, granulated sugar, salt, and instant yeast in a large mixing bowl.
2Gradually add warm water to the dry ingredients and mix until a sticky dough forms. Knead the dough for 5-7 minutes until it becomes somewhat smooth and elastic. Cover the bowl with plastic wrap and let the dough rise in a warm place for 1 hour, or until it has doubled in size.
3While the dough is rising, prepare the filling. In a separate small bowl, combine brown sugar, cinnamon powder, chopped peanuts, and toasted sesame seeds. Mix these ingredients thoroughly.
