Thoroughly wash the Wormwood leaves. Bring a pot of water to a boil, blanch the Wormwood for 1-2 minutes until tender, then immediately transfer to an ice bath to cool. Squeeze out excess water and finely chop or blend the Wormwood into a smooth paste.

In a large mixing bowl, combine the Glutinous rice flour, Wheat starch, and Granulated sugar. Gradually add the warm Water and the Wormwood paste, mixing until a rough dough forms. Knead the dough on a clean surface for about 10 minutes until it is smooth and elastic. Incorporate the Vegetable oil into the dough and knead for another 2-3 minutes until fully absorbed and the dough is pliable.

In a separate bowl, combine the Sweet red bean paste and Lard. Mix well until the Lard is fully incorporated and the filling is smooth. Divide the Sweet red bean paste filling into 8 equal portions, rolling each into a small ball.
