1Rinse the dried shrimp thoroughly under cold water, then soak them in warm water for 15 minutes until softened. Drain and finely chop the softened dried shrimp.
2Rinse the preserved radish under cold water to remove excess salt, then finely chop it.
3Separate the flat rice noodles if they are fresh. If using dried flat rice noodles, blanch them in boiling water for 1-2 minutes until pliable but still firm, then drain and toss with a small amount of vegetable oil to prevent sticking.
