Combine the fresh cilantro, green chili, ginger, garlic, roasted chana dal, tamarind paste, jaggery, and salt in a blender jar.
Add water to the blender and grind all the ingredients to a smooth, fine paste. Add a little more water if needed to achieve the desired consistency.
Heat ghee in a small tempering pan over medium heat.
