1Soak the Dried kelp in ample cold Water for at least 2 hours, or until fully rehydrated and tender. Drain the Water and rinse the kelp thoroughly.
2Bring a pot of fresh Water to a rolling boil. Add the rehydrated Dried kelp and blanch for 3-5 minutes until it is tender but still has a slight bite. Drain the kelp and immediately plunge it into an ice bath to stop the cooking process. Once cooled, drain well and slice the kelp into thin, uniform shreds.
3Mince the Garlic and Ginger finely. Chop the Scallion into thin rounds, separating the white and green parts.
