1Heat a dry pan over medium-low heat. Add the Small dried anchovies and stir-fry for 3-5 minutes until fragrant and slightly crispy, removing any excess moisture and fishiness. Remove the anchovies from the pan and set aside.
2In a small bowl, combine the Soy sauce, Rice syrup, Minced garlic, and Mirin. Mix well to create the sauce.
3Heat the Cooking oil in the same pan over medium heat. Add the Cheongyang chili pepper and stir-fry for 30 seconds until fragrant.
