Gradually add Water to the dry ingredients, whisking continuously to form a smooth batter without any lumps. The batter should have a pouring consistency, similar to pancake batter.

Stir in the finely chopped Onion, finely chopped Green chili, Ginger-garlic paste, and finely chopped Fresh cilantro into the batter. Mix well to ensure all ingredients are evenly distributed.
